How long will an infant last in a Graco Snugride 35? It has a limit of 32 in/ 35 lbs. What age is that?
It depends on the baby. My daughter is in the 4% right now, and is 24lbs about. So she'd still fit in her little brother's new car seat. 
BUT, you can't count on that. The 95% of boys according to the WHO chart of growth hit 35lbs at about 28 months and 32inches at 1 year. So if your boy is in the 95% (or even a bit bigger) then he can outgrow the car seat in a year. But by having it be so high you have a greater chance of the car seat not being grown out of in the first year, which is the goal. And the old ones that went to 20lbs, well, some babies grew out of that before 6 months old, which caused major issues for their parents.
So most babies will definitely last their first year. Some will last into their second. But I find that they get uncomfortable in that position around 9 months or so and at that age a convertible car seat (like the Graco 65, faces rear to 40lbs and forward in a harness to 65lbs) is more comfortable and a better idea. The infant car seat I believe is safer for babies under 6 months though, and the Snugride 35 is great in that you can tilt the seat back better.
Add: Babies should be kept facing rear as long as possible. The current AAP recommendation (which is being pushed to become law) is that rear facing until 2 years old and 30lbs instead of the old 1year+20lbs. Which is why you're seeing infant seats and convertibles lasting into higher weights and heights. It's 5x safer. After 9 months, I do think a baby should be in a convertible because it's more comfortable (you can get a convertible to start with if you can lean it back well enough they are safe for 5lbs+ usually), but rear facing until past 2 years.
If money is a concern and you want a seat that will last, I'd just go right to the Graco 65 My Ride since it would be comfortable for them at least to close to 3 years old rear-facing, and then you can turn it around until most kids hit about 6 years old. 
There's a few others, but they get up in the $300 price range, still when you think of how many years you'd be using it...
Boosters should not be used until the child is 4-8 years old according to the manufacturers.
